thanks to the very useful tips I read in this forum, my Mother's application was approved rather quickly.  The Waco Texas regional office received the application on 10-14-09.  We received the approval letter from them on 11-17-09 and the $1056 was deposited in her account on 12-01-09.  I was expecting a much longer wait, but I credit the tips I learned from this forum for receiving such a speedy approval.  Thank you so much!
