Submitted form 21-22 & 21-534 in April.
Received 2 letters from the VA stating they have received the application and
were in the process of deciding whether addidtional information would be needed.
Then, received a letter stating that we did not submit a signed application and included
a blank 21-534 form.
When I look at the copies I made of everything, it is clearly signed. I just don't get it.
Anyway, will call them Monday and begin the phone hell.

Steve,

Just accept the fact that this is common practice, and reply in the appropriate time frames.  Keep copies again.  You may need to prove the date of the original application for effective date.
